Day 1, April 7, 2008 "Every person -- child, youth, adult -- shall be able to benefit from educational opportunities designed to meet their basic learning needs." This is the mission statement of Education for All, an initiative launched by UNESCO, the United Nations Educational, Scientific and Cultural Organization. The Government of India has a special Department of School Education and Literacy that was created in 1947, after independence. This department also makes some claims, for example: - text books and notebooks are exempt from excise duty - mid-day meal or nutritional supplement at primary schools - increased enrollment of girls in schools Are these policies being enforced? Is the root problem the gap between policy and enforcement? Or is the root problem health and poverty which affects access to education? Why are so many children in India still not in school?
