This is the mission statement of Education for All, an initiative launched by UNESCO, the United Nations Educational, Scientific and Cultural Organization.
The Government of India has a special Department of School Education and Literacy that was created in 1947, after independence. This department also makes some claims, for example:
- text books and notebooks are exempt from excise duty
- mid-day meal or nutritional supplement at primary schools
- increased enrollment of girls in schools
Are these policies being enforced?
Is the root problem the gap between policy and enforcement?
